Article R1221-32 of the French Labour Code

The prior declaration provided for in Article L. 1221-17 shall be made by the employer.
In the case provided for in 2° of the same article, the declaration is made by the new employer, by registered letter addressed to the Labour Inspectorate.
The receipt for the letter is presented by the employer at the request of the Labour Inspectorate during its first visit.

La déclaration préalable prévue à l’article L. 1221-17 est accomplie par l’employeur.
Dans le cas prévu au 2° de ce même article, la déclaration est accomplie par le nouvel employeur, par lettre recommandée adressée à l’inspection du travail.
Le récépissé de la lettre est présenté par l’employeur sur demande de l’inspection du travail à la première visite de celle-ci.
