The tasks of sports technical advisors that may be carried out by sports federations in application of article L. 131-12 are those of national technical director, national coach, national technical advisor or regional technical advisor.
These roles are primarily concerned with the development of physical and sporting activities, and in particular the practice of sport within sports associations, as well as the identification of young talent, the development of the elite and the training of volunteer and professional managers.
The role of the National Technical Director is to help define federal sports policy, ensure its implementation and contribute to its evaluation. As part of his duties, he manages and coordinates the federation’s national technical department.
The role of the national coach is to supervise members of the French national teams and to help run the federation’s high-level sport access programme.
The tasks of the national technical advisor and the regional technical advisor are respectively to carry out, one at national level and the other at regional level, tasks of observation and analysis, advice and expertise, coaching athletes, training managers and organising and developing the sporting activity of the federation concerned.
The staff carrying out the aforementioned tasks are responsible for implementing the sports policy defined by the federation.
This policy is the subject of a contract between the federation and the State within the framework of the objectives agreement mentioned in article R. 411-1. Staff carrying out the duties of sports technical advisors remain subject to the authority of the Minister for Sport or the head of the decentralised department, as the case may be, for the duration of their duties.
