Article R131-20 of the French Sports Code

In agreement with the president of the federation concerned, the staff carrying out the role of national technical director draw up national technical guidelines which are updated annually. They inform the Minister for Sport of these guidelines and then send them to the national coaches, national technical advisors and regional technical advisors.

The functional relationships between, on the one hand, the agents carrying out the duties of sports technical advisors and, on the other hand, depending on the case, the president of the federation, regional league or regional committee concerned, are set out in the framework agreement provided for in article R. 131-23. When they are recruited or seconded on contract, these agents are assessed, depending on the case, by the Minister responsible for sport or by the head of the decentralised department to which they report in the light of information provided in particular by the federation under conditions specified in the framework agreement.

Article R131-20

Les personnels exerçant la mission de directeur technique national élaborent, en accord avec le président de la fédération intéressée, selon une périodicité pluriannuelle, des directives techniques nationales actualisées chaque année. Ils en informent le ministre chargé des sports puis les adressent aux entraîneurs nationaux, aux conseillers techniques nationaux et aux conseillers techniques régionaux.

Les relations fonctionnelles entre, d’une part, les agents exerçant des missions de conseillers techniques sportifs et, d’autre part, selon les cas, le président de la fédération, de la ligue régionale ou du comité régional intéressés sont précisées dans la convention-cadre prévue à l’article R. 131-23. Lorsqu’ils sont recrutés ou détachés sur contrat, ces agents sont évalués, selon les cas, par le ministre chargé des sports ou par le chef du service déconcentré dont ils relèvent au vu d’éléments fournis notamment par la fédération dans des conditions précisées dans la convention-cadre.
