Article R1422-1 of the French Labour Code

When the creation or abolition of an industrial tribunal, the modification of the jurisdiction or the transfer of the registered office of a tribunal is envisaged, the Minister responsible for labour shall first publish a notice in the Journal officiel de la République française indicating :
1° The seat of the council to be created or abolished or, in the event of a transfer, the new seat of the council;
2° The extent of the territorial jurisdiction of the council to be created and of the council or councils whose jurisdiction is affected by the creation, abolition or modification envisaged;
3° The number of councillors in the various sections of the council to be created or whose organisation is modified.
The notice invites the bodies and authorities mentioned in article R. 1422-2 to make their observations and opinions known to the Minister for Employment within three months.

Article R1422-1

Lorsqu’est envisagé la création ou la suppression d’un conseil de prud’hommes, la modification du ressort ou le transfert du siège d’un conseil, le ministre chargé du travail publie préalablement au Journal officiel de la République française un avis indiquant :
1° Le siège du conseil à créer ou à supprimer ou, en cas de transfert, le nouveau siège du conseil ;
2° L’étendue de la compétence territoriale du conseil à créer et du ou des conseils dont le ressort est affecté par la création, la suppression ou la modification envisagée ;
3° L’effectif des conseillers des différentes sections du conseil à créer ou dont l’organisation est modifiée.
L’avis invite les organismes et autorités mentionnés à l’article R. 1422-2 à faire connaître au ministre chargé du travail, dans le délai de trois mois, leurs observations et avis.
