The departmental and territorial fire and rescue services are classified in descending order into three categories A, B and C, on the basis of population as defined in article L. 3334-2.
This classification is set by order of the minister responsible for civil security.
Where the existence of particular risks justifies it, the minister may, on a proposal from the prefect of the department, after receiving the assent of the board of directors of the fire and rescue service concerned and on the basis of a report from the general civil security inspectorate, classify this service in the category immediately higher than that resulting from the application of the first paragraph.
The organisation of the departmental or territorial fire and rescue service and the level and distribution of the ranks of the officers assigned to it are determined according to its classification.
