Article R1425-11 of the French General Code of Local Authorities

The chairman of the commission shall be elected by an absolute majority of the votes cast.

If this election is not won after the first two rounds of voting, a third round shall be held and the election shall take place by a relative majority of the votes cast.

In the event of a tie, the election shall be won by the benefit of age.

Le président de la commission est élu à la majorité absolue des suffrages exprimés.

Si cette élection n’est pas acquise après les deux premiers tours du scrutin, il est procédé à un troisième tour et l’élection a lieu à la majorité relative des suffrages exprimés.

En cas de partage égal des voix, l’élection est acquise au bénéfice de l’âge.
