The electoral quotient is calculated by college or, if there is one, by sub-college.
The pre-electoral agreement may provide, depending on the specific circumstances of each regional health agency and with the unanimous agreement of the trade union organisations representing health insurance staff taking part in its negotiation, for a change in the composition of the sub-colleges or the constitution of a single college of private-law employees governed by the collective agreements applicable to the staff of social security bodies.
When, for the allocation of a seat, the lists obtain the same average, the seat is allocated to the list having obtained the greatest number of votes. If the lists in question have obtained the same number of votes, the seat is awarded to the list that has presented the greatest number of candidates for the Agency and Working Conditions Committee. If several of these lists have obtained the same number of votes and have presented the same number of candidates, the seat is awarded by drawing lots.
