The Minister for Health shall, by decree, draw up a list of heavy equipment and healthcare, preventive or medico-social activities with specific characteristics, in particular due to their highly technical or highly specialised nature, or the rarity of the need or supply, for which several regional health agencies, as determined by the Minister, are required to draw up an inter-regional health plan.
It may, depending on the specific geographical and demographic characteristics of the regions and the needs of the population, provide for different groupings of regions for different healthcare, prevention or medico-social activities, or heavy equipment.
The inter-regional health plan is drawn up by the directors general of the regional health agencies after consultation with the regional health and autonomy conference of each region. It includes a binding section relating to the healthcare services provided by health establishments and other holders of authorisations for healthcare activities and heavy equipment.
The order issued by the Directors General of the Regional Health Agencies concerning the inter-regional health plan is published in the Recueil des actes administratifs of each of the regional prefectures.
II – The Minister for Health may, by decree, set the list of facilities and activities mentioned in I which may be the subject of a specific regional health plan in regions characterised by the size of their population, their healthcare provision or their insularity. This plan is drawn up in accordance with the same procedures as the regional health plan.
