Article R2131-15 of the French Public procurement code

Where the purchaser has not published a notice as referred to in Article R. 2131-7, contracts for social services and other specific services mentioned in 3° of Article R. 2123-1, the estimated value of the need for which is equal to or greater than the European threshold applicable to these contracts, which is set out in a notice annexed to this code, shall be the subject of a contract notice, or where applicable a notice on the existence of a qualification system, in accordance with the model set out in the European Commission regulation establishing standard forms for the publication of notices in connection with the award of contracts.
This notice is published in the Official Journal of the European Union under the conditions set out in articles R. 2131-19 and R. 2131-20.

Article R2131-15

Lorsque l’acheteur n’a pas publié un avis mentionné à l’article R. 2131-7, les marchés de services sociaux et autres services spécifiques mentionnés au 3° de l’article R. 2123-1, dont la valeur estimée du besoin est égale ou supérieure au seuil européen applicable à ces marchés qui figure dans un avis annexé au présent code, font l’objet d’un avis de marché, ou le cas échéant d’un avis sur l’existence d’un système de qualification, conforme au modèle fixé par le règlement de la Commission européenne établissant les formulaires standard pour la publication d’avis dans le cadre de la passation de marchés.
Cet avis est publié au Journal officiel de l’Union européenne dans les conditions prévues aux articles R. 2131-19 et R. 2131-20.
