Article R2131-20 of the French Public procurement code

Publication at national level may not take place before publication in the Official Journal of the European Union. They may nevertheless take place, in any event, when the purchaser has not been notified of publication in the Official Journal of the European Union within forty-eight hours of confirmation of receipt of the notice by the Publications Office of the European Union.
These publications may not provide more information than that sent to the Publications Office of the European Union. They shall mention the date of dispatch.

Les publications au niveau national ne peuvent être effectuées avant la publication au Journal officiel de l’Union européenne. Elles peuvent néanmoins avoir lieu, en tout état de cause, lorsque l’acheteur n’a pas été avisé de la publication au Journal officiel de l’Union européenne dans les quarante-huit heures suivant la confirmation de la réception de l’avis par l’Office des publications de l’Union européenne.
Ces publications ne peuvent fournir plus de renseignements que ceux envoyés à l’Office des publications de l’Union européenne. Elles mentionnent la date de cet envoi.
