Article R2132-11 of the French Public procurement code

Candidates or tenderers may send the purchaser a backup copy of the documents transmitted electronically in accordance with the conditions laid down by an order of the Minister for the Economy appended to this code. This copy can only be taken into consideration if it is received by the purchaser within the period prescribed for the submission of applications or tenders, as the case may be.

Les candidats ou soumissionnaires peuvent adresser à l’acheteur une copie de sauvegarde des documents transmis par voie électronique dans des conditions fixées par un arrêté du ministre chargé de l’économie annexé au présent code. Cette copie ne peut être prise en considération que si elle est parvenue à l’acheteur dans le délai prescrit pour le dépôt, selon le cas, des candidatures ou des offres.
