Article R2132-14 of the French Public procurement code

The purchaser is deemed to offer other appropriate means of access in all of the following cases:
1° Where it offers free, unrestricted, full and direct access by electronic means to the tools and devices mentioned in the first paragraph of Article R. 2132-10 from the date of publication of the notice of the call for competition or from the date of dispatch of the invitation to confirm interest or, in the absence of such a notice or invitation, from the launch of the consultation. The text of the notice or invitation to confirm interest shall specify the Internet address at which these tools and arrangements are accessible;
2° Where it ensures that economic operators who do not have access to these tools and devices or the possibility of obtaining them within the required timeframe, provided that the lack of access is not attributable to the economic operator concerned, may access the contract award procedure using temporary tokens made available online free of charge;
3° Where it ensures the availability of another means of submitting tenders electronically.

Article R2132-14

L’acheteur est réputé offrir d’autres moyens d’accès appropriés dans tous les cas suivants :
1° Lorsqu’il offre gratuitement un accès sans restriction, complet et direct par moyen électronique aux outils et dispositifs mentionnés au premier alinéa de l’article R. 2132-10 à partir de la date de publication de l’avis d’appel à la concurrence ou de la date d’envoi de l’invitation à confirmer l’intérêt ou, en l’absence d’un tel avis ou d’une telle invitation, à compter du lancement de la consultation. Le texte de l’avis ou de l’invitation à confirmer l’intérêt précise l’adresse internet à laquelle ces outils et dispositifs sont accessibles ;
2° Lorsqu’il veille à ce que les opérateurs économiques n’ayant pas accès à ces outils et dispositifs ni la possibilité de se les procurer dans les délais requis, à condition que l’absence d’accès ne soit pas imputable à l’opérateur économique concerné, puissent accéder à la procédure de passation du marché en utilisant des jetons provisoires mis gratuitement à disposition en ligne ;
3° Lorsqu’il assure la disponibilité d’une autre voie de présentation électronique des offres.
