Article R2143-4 of the French Public procurement code

The purchaser accepts that candidates may submit their applications in the form of a Single European Market Document constituting an exchange of structured data, drawn up in accordance with the model laid down by the European Commission Regulation establishing the standard form for the Single European Market Document, in place of the declaration on their honour and the information mentioned in Article R. 2143-3. 2143-3.
With regard to the conditions for participation, the purchaser shall indicate in the consultation documents whether it authorises candidates to limit themselves to indicating in the Single European Market Document that they have the requisite ability and capacity without providing any specific information on this. In the absence of such a statement, this option is not authorised.
Economic operators may re-use the Single European Market Document that has already been used in a previous procedure, provided that they confirm that the information contained therein is still valid.

L’acheteur accepte que le candidat présente sa candidature sous la forme d’un document unique de marché européen et constituant un échange de données structurées, établi conformément au modèle fixé par le règlement de la Commission européenne établissant le formulaire type pour le document unique de marché européen, en lieu et place de la déclaration sur l’honneur et des renseignements mentionnés à l’article R. 2143-3.
En ce qui concerne les conditions de participation, l’acheteur indique dans les documents de la consultation s’il autorise les candidats à se limiter à indiquer dans le document unique de marché européen qu’ils disposent de l’aptitude et des capacités requises sans fournir d’informations particulières sur celles-ci. En l’absence d’une telle mention, cette faculté n’est pas autorisée.
Les opérateurs économiques peuvent réutiliser le document unique de marché européen qui a déjà été utilisé dans une procédure antérieure, à condition de confirmer que les informations qui y figurent sont toujours valables.
