If a candidate or tenderer is in a situation of exclusion, does not meet the conditions for participation laid down by the purchaser, produces false information or documents in support of his application, or is unable to produce the supporting documents, evidence, additions or explanations required by the purchaser within the time limit laid down, his application is declared inadmissible and the candidate is eliminated.
In this case, when the applications are checked after the candidates have been selected or the tenders have been ranked, the candidate or tenderer whose application or tender was ranked immediately after his own is asked to produce the necessary documents. If necessary, this procedure may be repeated as long as there are still admissible applications or tenders that have not been rejected as inappropriate, irregular or unacceptable.
