Article R2162-12 of the French Public procurement code

Where a reopening of competition is provided for, the contracting entity shall set a time limit sufficient to allow tenders to be submitted. The subsequent contract is awarded to the holder or holders of the framework agreement who have submitted the most economically advantageous tenders, on the basis of the award criteria defined in the framework agreement.

Lorsqu’une remise en concurrence est prévue, l’entité adjudicatrice fixe un délai suffisant pour permettre la présentation des offres. Le marché subséquent est attribué à celui ou à ceux des titulaires de l’accord-cadre qui ont présenté les offres économiquement les plus avantageuses, sur la base des critères d’attribution définis dans l’accord-cadre.
