When setting up a dynamic purchasing system and when the estimated value of the requirement is equal to or greater than the thresholds for the formalised procedure, the purchaser shall comply with the rules governing restricted invitations to tender, subject to the provisions of articles R. 2162-39, R. 2162-41 to R. 2162-47 and R. 2162-49 to R. 2162-51.
