Article R2162-53 of the French Public procurement code

The purchaser shall indicate in the contract notice, in the invitation to confirm interest or in the invitation to tender whether it authorises or requires the submission of tenders in the form of an electronic catalogue.
It shall also specify, in the consultation documents, all the information required concerning the format, the electronic equipment used and the connection arrangements and technical specifications of the catalogue.

L’acheteur indique dans l’avis de marché, dans l’invitation à confirmer l’intérêt ou dans l’invitation à soumissionner s’il autorise ou exige la présentation des offres sous la forme d’un catalogue électronique.
Il précise également, dans les documents de la consultation, toutes les informations requises en ce qui concerne le format, l’équipement électronique utilisé ainsi que les modalités de connexion et les spécifications techniques du catalogue.
