Article R2172-33 of the French Public procurement code

For the construction of works resulting from projects selected by the State as part of a national public research, testing and experimentation programme, the purchaser may award project management or works contracts for some of these works in order to verify their relevance.

Pour la réalisation d’ouvrages issus de projets retenus par l’Etat dans le cadre d’un programme public national de recherche, d’essai et d’expérimentation, l’acheteur peut passer des marchés de maîtrise d’œuvre ou de travaux, sur certains de ces ouvrages afin d’en vérifier la pertinence.
