Article R2172-34 of the French Public procurement code

These contracts are concluded following a competitive tendering procedure in accordance with the provisions of this book, limited to economic operators chosen from among those whose projects have been selected by the jury of the national public programme, after publication of a contract notice.
An experimental protocol is signed between the purchaser and the public body responsible for the national programme.

Ces marchés sont conclus au terme d’une procédure de mise en concurrence conforme aux dispositions du présent livre, limitée à des opérateurs économiques choisis parmi ceux dont les projets auront été sélectionnés par le jury du programme public national, après publication d’un avis de marché.
Un protocole d’expérimentation est passé entre l’acheteur et l’organisme public responsable du programme national.
