Article R2191-46 of the French Public procurement code

When the holder of the contract wishes to assign or pledge his claim, he shall inform the purchaser, who shall send him:
1° Either a copy of the original contract bearing a statement signed by the purchaser indicating that this document is issued in a single copy to enable the holder to assign or pledge the claim arising from the contract;
2° Or a certificate of transferability in accordance with a model and dematerialised in accordance with the procedures defined by an order of the Minister for the Economy appended to this code.

Lorsque le titulaire du marché souhaite céder ou nantir sa créance, il en informe l’acheteur qui lui communique :
1° Soit une copie de l’original du marché revêtue d’une mention signée par l’acheteur indiquant que cette pièce est délivrée en unique exemplaire en vue de permettre au titulaire de céder ou de nantir la créance résultant du marché ;
2° Soit un certificat de cessibilité conforme à un modèle et dématérialisé selon des modalités définis par un arrêté du ministre chargé de l’économie figurant en annexe du présent code.
