Article R2223-2 of the French Public procurement code

A partnership contract may only be signed for a public establishment of the State with the agreement of the ministers responsible for the budget and the economy and the minister responsible for the establishment.
The agreement of each of these ministers is deemed to have been given if no response is received within one month of receipt of the draft partnership contract.

Un marché de partenariat ne peut être signé pour un établissement public de l’Etat qu’après accord des ministres chargés du budget, de l’économie et du ministre de tutelle.
L’accord de chacun des ministres est réputé acquis à défaut de réponse dans un délai d’un mois à compter de la réception du projet de marché de partenariat.
