Article R223-4 of the French Consumer Code

The body mentioned in article R. 223-1 is the only body authorised to collect, record, store, modify or process the information on the telephone anti-solicitation list.
It is also solely authorised to update this list according to the registrations, deregistrations and changes of contact details that consumers communicate to it, to receive their commercial prospecting files from professionals and to bring the files into line with the list.
It is forbidden to communicate the information mentioned in article R. 223-3 and use the opposition list for commercial purposes.

Article R223-4

L’organisme mentionné à l’article R. 223-1 est seul habilité à collecter, enregistrer, conserver, modifier ou traiter les informations portées sur la liste d’opposition au démarchage téléphonique.
Il est également seul habilité à mettre à jour cette liste en fonction des inscriptions, des désinscriptions et des changements de coordonnées que les consommateurs lui communiquent, à recevoir de la part des professionnels leurs fichiers de prospection commerciale et à procéder aux opérations de mise en conformité des fichiers avec la liste.
Il lui est interdit de communiquer les informations mentionnées à l’article R. 223-3 et d’utiliser la liste d’opposition à des fins commerciales.
