Article R2241-7 of the French General Code of Local Authorities

The price of real estate acquisitions made out of court in accordance with the rules of civil law or after exercising the right of pre-emption on behalf of municipalities and their public establishments may be paid to the seller, after publication of the deed in the real estate register, without the completion of formalities for the purging of registered mortgages when it does not exceed an amount set by order of the minister responsible for the estate and the minister of the interior.

Le prix des acquisitions immobilières faites à l’amiable suivant les règles du droit civil ou après exercice du droit de préemption pour le compte des communes et de leurs établissements publics peut être payé au vendeur, après publication de l’acte au fichier immobilier, sans l’accomplissement des formalités de purge des hypothèques inscrites lorsqu’il n’excède pas un montant fixé par arrêté du ministre chargé du domaine et du ministre de l’intérieur.
