I.-Persons who set up or manage an approved establishment in accordance with the procedure set out in article R. 2311-2 may receive financial assistance from the State.
This assistance is paid under conditions defined by an agreement between the representative of the State in the département and each person managing the establishment.
II.- This agreement specifies: 1° The duration for which it has been concluded, which may not be less than two yearsThis agreement specifies:
1° The period for which it is concluded, which may not be less than two years;
2° The priority objectives of the establishment, taking into account the characteristics of its area of operation;
3° The persons with whom the establishment has previously concluded a partnership agreement, in particular with a view to:
a) Facilitating the implementation of the missions described in 1° of I of article R. 2311-1, in particular when they are carried out for the benefit of pupils, students or persons admitted to social or medico-social establishments;
b) Facilitating the referral, as soon as it appears necessary, of persons admitted or accompanied to the relevant specialist services, in particular as regards family mediation, support for parenthood and access to emergency contraception;
4° The means by which the establishment presents itself to the public, principally under the name of “Espace vie affective, relationnelle et sexuelle”;
5° The estimated amount and terms of payment of the financial aid granted, in compliance with public accounting rules.
III.The agreement referred to in I will give rise to an annual activity report sent to the State representative in the département where the establishment is located, indicating in particular any changes in activities or staff during the past year. If the aforementioned State representative remains silent for two months following this transmission, this constitutes acceptance of the changes relating to the conditions of approval.
IV – An order by the ministers responsible for the family and health sets out the models for this agreement and the activity report to which it gives rise.
