Chapter I: Centres and establishments

Family planning or education centres carry out the following activities: 1° Medical consultations relating to fertility control ; 2° Dissemination of information and individual and group prevention activities relating to sexuality and family education, organised in and outside the centres in conjunction with the other bodies and organisations concerned; 3° Preparation for married life and parenthood, marital and family counselling; 4° Interviews prior to voluntary interruption of pregnancy as provided…

The approval provided for in the first paragraph of article L. 2311-2 may only be granted to centres that meet the conditions laid down in articles R. 2311-7, R. 2311-9 and R. 2311-13. An order by the Minister for Health sets out the composition of the application for approval.

The centres must meet the following conditions: 1° Be run by a doctor who is either a qualified specialist or qualified in medical gynaecology, obstetrics or obstetric gynaecology, or who holds a diploma of complementary specialised studies in reproductive medicine and medical gynaecology; if it is not possible to recruit a doctor who meets these conditions, a waiver may be granted by the Director General of the Regional Health Agency…

Without prejudice to the provisions of article R. 2311-16, the centres’ activities are monitored on the basis of records and on site; this is carried out by the doctor in charge of the departmental maternal and child protection service or by a doctor from this service delegated by the doctor in charge.

Centres must inform the President of the Departmental Council immediately of any changes to their staff, activities or facilities. They must provide the President of the Departmental Council with an annual report on their technical, administrative and financial operations. If a centre does not meet or ceases to meet the conditions listed in articles R. 2311-7, R. 2311-9 and R. 2311-13, or refuses to submit to the inspection provided for in article R. 2311-10, the president of the departmental council will give it formal notice to comply with the requirements of these articles within a maximum period of three months.
