Any centre which decides to carry out the screening or treatment activities referred to in Article R. 2311-14 is required to make a declaration to the Director General of the Regional Health Agency, who will inform the President of the Departmental Council, providing evidence of :
1° The permanent presence of a doctor with the training required to carry out clinical and biological investigations prior to making a diagnosis ;
2° Access to a medical biology analysis laboratory authorised under the provisions of article L. 6211-2 or to a laboratory in a public health establishment close enough for the samples not to be affected by transport, which must be carried out under conditions that guarantee their preservation.
If these requirements are not complied with, the Director General of the Regional Health Agency will give the centre formal notice to comply within a period of time that he/she shall specify; failing this, the centre must immediately stop carrying out the screening and treatments mentioned in article R. 2311-14.
