Article R2312-4 of the French Public procurement code

The specific performance conditions of a defence or security contract may, in particular, include :
1° Elements of a social or environmental nature which take account of the objectives of sustainable development by reconciling economic development, protection and enhancement of the environment and social progress;
2° Requirements relating to security of supply;
3° Requirements relating to the sub-contracts provided for in Chapter III of Title IX;
4° Requirements relating to the security of information;
5° Requirements relating to the location on the territory of Member States of the European Union or parties to the European Economic Area of the place of performance of all or part of the services or of the resources used to perform all or part of the contract, or to maintain or modernise the products acquired.

Les conditions d’exécution particulières d’un marché de défense ou de sécurité peuvent, notamment, comporter :
1° Des éléments à caractère social ou environnemental qui prennent en compte les objectifs de développement durable en conciliant développement économique, protection et mise en valeur de l’environnement et progrès social ;
2° Des exigences relatives à la sécurité d’approvisionnement ;
3° Des exigences relatives aux sous-contrats prévues au chapitre III du titre IX ;
4° Des exigences relatives à la sécurité des informations ;
5° Des exigences relatives à la localisation sur le territoire des Etats membres de l’Union européenne ou des parties à l’Espace économique européen du lieu d’exécution de tout ou partie des prestations ou des moyens utilisés pour exécuter tout ou partie du marché, maintenir ou moderniser les produits acquis.
