The investigations referred to in 3° of the I of article L. 232-5 are intended to collect, obtain, evaluate and process information relating to the fight against doping, in accordance with procedures designed to guarantee confidentiality.
As part of an investigation, the Agency shall examine the results of the analyses referred to in article L. 232-18, the biological profile referred to in article L. 232-12-1 and any other information or intelligence enabling it to determine whether an anti-doping violation has been committed.
Where an Adverse Analytical Finding is made, or where an anti-doping rule violation by an athlete is established, the investigation shall seek to determine the circumstances of the violation, as well as the possible involvement of athlete support personnel or other persons.
The information referred to in the first paragraph shall be examined in a fair, objective and impartial manner. It shall either lead to the conclusion that there has been no violation of the rules relating to the fight against doping, or to the identification of facts that may constitute violations of these rules and to the gathering of evidence with a view to disciplinary proceedings or to establishing non-compliance with the World Anti-Doping Code or an international standard.
