I.- Once the notification of grievances has been sent to the Enforcement Committee, the Chairman of the Enforcement Committee assigns the case, depending on its nature and complexity:
1° to a panel consisting of one member appointed pursuant to the fourth paragraph of Article L. 232-7-2 ;
2° to a section, if the Committee has set up a section under the conditions provided for in II of Article R. 232-12-1;
3° to the full Enforcement Committee.
When it is made up of a single member, this member exercises the powers conferred on the chairman of the panel by this sub-section.
II – One or more members of the Agency’s staff will act as secretary to the Enforcement Committee. They shall perform these duties under the sole authority of the chairman of the panel called upon to make a decision.
The designated panel of the Enforcement Committee decides by a majority of the members present. In the event of a tie, the chairman of the panel has the casting vote.
