Article R2333-120-26 of the French General Code of Local Authorities

The committee sits in plenary session under the chairmanship of its president or, in the event of absence or impediment, by the president of the chamber with the most seniority in office. It also comprises:

1° The chamber presidents, replaced in the event of absence or impediment by a magistrate from the same chamber appointed by the president of that chamber;

2° The magistrate acting as rapporteur;

3° If necessary to enable the commission to sit in an uneven number, a tie-breaking magistrate appointed by the president of the commission.

La commission siège en formation plénière sous la présidence de son président ou, en cas d’absence ou d’empêchement, par le président de chambre le plus ancien dans ses fonctions. Elle comprend en outre :

1° Les présidents de chambre, remplacés en cas d’absence ou d’empêchement par un magistrat de la même chambre désigné par le président de cette chambre ;

2° Le magistrat rapporteur ;

3° S’il y a lieu pour permettre à la commission de siéger en nombre impair, un magistrat départageur désigné par le président de la commission.
