The chairman of the commission and the magistrates he appoints for this purpose may, by order:
1° Take note of withdrawals;
2° Reject applications that clearly do not fall within the remit of the commission;
3° Find that there is no need to rule on an application;
4° Reject applications that are clearly inadmissible;
5° Reject applications that are clearly unfounded ;
6° Discharge the obligation to pay when the notice of payment of the post-parking charge, the rectifying notice of payment or the enforcement order issued in the event of unpaid charges is based on a factual error not contested by the defendant within the time limit set by article R. 2333-120-44;
7° Rule on applications that no longer present matters for judgment other than the conviction provided for in article L. 2333-87-8;
8° Ruling on applications in a series which, without requiring a new assessment or classification of facts, present for the Commission to judge in law questions identical to those it has already ruled on by a decision that has become irrevocable or to those ruled on by a decision of the Conseil d’Etat ruling on the dispute or examined by an opinion issued by the Conseil d’Etat pursuant to Article L. 2333-87-9.
