No one may be appointed to issue payment notices for the post-parking charge or continue to carry out this activity if they do not meet the following conditions:
1° Be of French nationality or a national of another Member State of the European Union, another State party to the Agreement on the European Economic Area or the Swiss Confederation;
2° Present guarantees of good character and probity, assessed in particular in the light of bulletin no. 3 of the criminal record and enjoyment of civic rights in the State of which the person is a national. For persons who are not of French nationality, these guarantees are established by the production of a document issued by the authorities of the State of which they are a national;
3° Be of legal age and not be placed under court protection, guardianship or curatorship;
4° Take an oath under the conditions provided for in Article R. 2333-120-9.
The agents responsible for issuing the payment notices for the fixed-rate parking charge are appointed, depending on the authority to which they report, by the mayor, the president of the public establishment for inter-communal cooperation or the mixed syndicate or the authorised manager of the contracting third party. In Paris, they are appointed by the Prefect of Police when they come under his authority.
