Candidates registered on an official list of approved operators of a Member State of the European Union or in possession of a certificate issued by a certification body meeting European certification standards may present to the purchaser a certificate of registration issued by the competent authority or the certificate issued by the competent certification body, provided that these operators are established in the Member State which drew up the official list. These certificates shall indicate the references which enabled them to be entered on the official list or to obtain certification, as well as the classification on that list.
The entry certified by the competent bodies on official lists or the certificate issued by the certification body shall constitute a presumption of suitability as regards the grounds for exclusion and the conditions of participation covered by the official list or the certificate. However, with regard to the verification of the candidate’s tax and social security status, an additional certificate may be required when the contract is awarded.
