The purchaser shall indicate in the invitation to tender whether the award procedure is open to economic operators from countries outside the European Union or the European Economic Area.
Where the purchaser decides to open the award procedure to economic operators from countries outside the European Union or the European Economic Area, it shall indicate in the call for tenders the accessibility criteria on the basis of which authorisation to take part in the procedure may be granted.These criteria are established in particular with regard to the imperatives of security of information and supply, the preservation of defence interests…
The purchaser may limit the number of candidates admitted to tender or to participate in the dialogue under the conditions defined in this section.
Where the purchaser intends to limit the number of candidates, it shall indicate in the tender notice the objective and non-discriminatory criteria it intends to apply, the minimum number of candidates it intends to invite, which may not be less than three, and, where appropriate, their maximum number.
