Where the purchaser considers that the number of suitable candidates is too small to ensure genuine competition, it may suspend the procedure and republish the call for tenders, setting a new deadline for the submission of requests to participate.
In this case, the candidates selected following the first publication and those selected following the second publication shall be invited in accordance with the provisions of articles R. 2344-9 and R. 2344-10. This option is without prejudice to the purchaser’s right to cancel the current purchasing procedure and launch a new procedure.

Lorsque l’acheteur estime que le nombre de candidats appropriés est trop restreint pour assurer une véritable concurrence, il peut suspendre la procédure et publier à nouveau l’avis d’appel à la concurrence en fixant un nouveau délai pour l’introduction des demandes de participation.
Dans ce cas, les candidats sélectionnés à la suite de la première publication et ceux sélectionnés à la suite de la deuxième publication sont invités conformément aux dispositions des articles R. 2344-9 et R. 2344-10. Cette option ne porte pas atteinte à la faculté de l’acheteur d’annuler la procédure d’achat en cours et de lancer une nouvelle procédure.
