Article R2344-2 of the French Public procurement code

The purchaser shall verify the information contained in the application, including the economic operators on whose capabilities the applicant relies, at the latest before the contract is awarded. This verification may relate only to the application of the candidate to whom it is intended to award the contract.

However, where the purchaser limits the number of candidates admitted to tender or to participate in the dialogue, the information contained in the applications of the economic operators selected shall be verified at the latest before the invitation referred to in Section 2 is sent.

L’acheteur vérifie les informations qui figurent dans la candidature, y compris en ce qui concerne les opérateurs économiques sur les capacités desquels le candidat s’appuie, au plus tard avant l’attribution du marché. Cette vérification peut ne porter que sur la candidature du candidat auquel il est envisagé d’attribuer le marché.

Toutefois, lorsque l’acheteur limite le nombre de candidats admis à soumissionner ou à participer au dialogue, la vérification des informations qui figurent dans la candidature des opérateurs économiques sélectionnés intervient au plus tard avant l’envoi de l’invitation mentionnée à la section 2.
