Article R2343-5 of the French Public procurement code

Where the purchaser requires candidates to be authorised, it may grant candidates who are not authorised at the time they submit their application an additional period in which to obtain this authorisation. This period is indicated in the invitation to tender. Once this period has expired, only those candidates who have been granted authorisation are authorised to continue with the procedure.

Lorsque l’acheteur exige des candidats qu’ils soient habilités, il peut accorder aux candidats qui ne sont pas habilités au moment du dépôt de leur candidature un délai supplémentaire pour obtenir cette habilitation. Ce délai est indiqué dans l’avis d’appel à la concurrence. A l’expiration de ce délai, seuls les candidats habilités sont autorisés à poursuivre la procédure.
