Article R2361-11 of the French Public procurement code

The purchaser shall negotiate with all tenderers in respect of their initial and subsequent tenders, with the exception of final tenders.
The negotiations may not relate to the subject of the contract or substantially modify the characteristics and conditions of performance of the contract as defined in the consultation documents.
The minimum requirements mentioned in article R. 2361-9 and the award criteria may not be the subject of negotiation.

L’acheteur négocie avec tous les soumissionnaires leurs offres initiales et ultérieures, à l’exception des offres finales.
La négociation ne peut porter sur l’objet du marché ni modifier substantiellement les caractéristiques et les conditions d’exécution du marché telles qu’elles sont définies dans les documents de la consultation.
Les exigences minimales mentionnées à l’article R. 2361-9 et les critères d’attribution ne peuvent faire l’objet de négociations.
