Article R2361-1 of the French Public procurement code
The provisions of this chapter relating to the time limits for submitting applications and tenders apply without prejudice to those set out in articles R. 2343-1 and R. 2351-1 to R. 2351-5.

The provisions of this chapter relating to the time limits for submitting applications and tenders apply without prejudice to those set out in articles R. 2343-1 and R. 2351-1 to R. 2351-5.
The minimum time limit for receipt of applications shall be thirty-seven days from the date on which the contract notice was sent or thirty days where the notice was sent electronically.Where a situation of urgency not caused by the purchaser makes it impossible to respect this time limit, it may be reduced to fifteen days or ten days where the notice was sent electronically.
The minimum time limit for receipt of tenders is forty days from the date of dispatch of the invitation to tender.
The minimum period laid down in article R. 2361-3 may be reduced to twenty-two days if the purchaser has published a prior information notice that meets the following conditions: 1° It was sent for publication at least fifty-two days and at most twelve months before the date on which the contract notice was sent; 2° It contains the same information as that appearing in the contract notice, provided that this…
The minimum period laid down in articles R. 2361-3 and R. 2361-4 may be reduced by five days if the purchaser offers, by electronic means and as from the publication of the call for tenders, unrestricted, direct and full access to the consultation documents and to any additional documents, indicating in the text of the notice the Internet address at which these documents may be consulted.
Where a situation of urgency not caused by the purchaser makes it impossible to comply with the minimum time limits set out in articles R. 2361-3 to R. 2361-5, the purchaser may set a time limit for receipt of tenders which may not be less than ten days.
The provisions of article R. 2161-11 apply.

The purchaser shall indicate in the consultation documents the minimum requirements with which tenders must comply.
The deadline for receipt of tenders is freely set by the purchaser.
