Article R2361-5 of the French Public procurement code

The minimum period laid down in articles R. 2361-3 and R. 2361-4 may be reduced by five days if the purchaser offers, by electronic means and as from the publication of the call for tenders, unrestricted, direct and full access to the consultation documents and to any additional documents, indicating in the text of the notice the Internet address at which these documents may be consulted.
