Article R2361-6 of the French Public procurement code

Where a situation of urgency not caused by the purchaser makes it impossible to comply with the minimum time limits set out in articles R. 2361-3 to R. 2361-5, the purchaser may set a time limit for receipt of tenders which may not be less than ten days.
