Article R241-21 of the French Sports Code

The chairman of the panel appoints a rapporteur from among its members. The rapporteur draws up a report setting out the facts and the conditions under which the proceedings were conducted. The rapporteur may carry out any useful investigations, without being able to impose any coercive measures, the results of which are added to the file and communicated to the party concerned and to the Board before the meeting.

Le président de la formation désigne un rapporteur parmi ses membres. Celui-ci établit un rapport exposant les faits et rappelant les conditions du déroulement de la procédure. Le rapporteur peut procéder, sans pouvoir les assortir de mesures de contrainte, à toute investigation utile dont le résultat est versé au dossier et communiqué avant la séance à l’intéressé et au collège.
