Article R2511-15 of the French General Code of Local Authorities

The municipal commission provided for in article L. 2511-20 comprises one representative of each arrondissement mayor and an equal number of representatives of the commune mayor.

The municipal commission draws up its own rules of procedure by a simple majority vote of all its members. These rules may lay down the conditions under which decisions and proposals for the allocation of housing are made, where applicable in compliance with the conditions defined in application of article R. 2511-7.

La commission municipale prévue à l’article L. 2511-20 comprend un représentant de chaque maire d’arrondissement et un nombre égal de représentants du maire de la commune.

La commission municipale établit son règlement intérieur par délibération prise à la majorité simple de tous ses membres. Ce règlement peut fixer les conditions dans lesquelles sont arrêtées les décisions et les propositions d’attribution des logements, le cas échéant dans le respect des conditions définies en application de l’article R. 2511-7.
