Article R2512-28 of the French General Code of Local Authorities

The expenses of the shared services referred to in article R. 2512-27 may be shared pursuant to agreements or conventions entered into between the Commune of Paris and the départements of Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne. The départements may renounce the use of one or more of these services and consequently cease to contribute to their expenditure.

A deliberation to this effect by a departmental council will only take effect from the beginning of the third financial year following its notification to the commune of Paris, unless an agreement setting out the conditions for a more rapid withdrawal is reached between the commune of Paris and the three departments.

During the period provided for in the above paragraph or in the absence of an express agreement or agreements, the costs will continue to be distributed in proportion to the last known value of fiscal potential.

Les charges des services communs visés à l’article R. 2512-27 peuvent être réparties en vertu d’accords ou de conventions passés entre la commune de Paris et les départements des Hauts-de-Seine, de la Seine-Saint-Denis et du Val-de-Marne. Les départements peuvent renoncer à utiliser un ou plusieurs de ces services et cesser en conséquence de contribuer à leurs dépenses.

La délibération prise à cet effet par un conseil départemental ne prendra effet qu’à partir du début du troisième exercice budgétaire suivant sa notification à la commune de Paris, sauf si un accord fixant les conditions d’un retrait plus rapide intervient entre la commune de Paris et les trois départements.

Pendant la période prévue à l’alinéa ci-dessus ou à défaut d’accord exprès ou de conventions, les charges continuent à être réparties proportionnellement à la dernière valeur connue du potentiel fiscal.
