Article R2614-6 of the French Public procurement code

For each operation, an agreement between the Prefect and the President of the Assembly of French Guyana or the Departmental Council of Mayotte defines the content of the project management powers entrusted to the local authority and the organisation of the project management. These operations are subject to technical and financial control by the State in its capacity as project owner. The exercise of the powers entrusted to the local authority ends with the discharge issued by the relevant State services, after acceptance of the work.

Pour chaque opération, un accord conclu entre le préfet et le président de l’assemblée de Guyane ou du conseil départemental de Mayotte définit le contenu des attributions de maîtrise d’ouvrage confiées à la collectivité et l’organisation de la maîtrise d’œuvre. Ces opérations font l’objet d’un contrôle technique et financier de l’Etat en tant que maître d’ouvrage. L’exercice des attributions confiées à la collectivité prend fin par le quitus délivré par les services compétents de l’Etat, après réception des travaux.
