Metropolitan airports whose average annual traffic, evaluated over three consecutive years, is greater than a number of passengers from an international journey defined by order of the ministers responsible for the interior, health and transport are considered as points of entry to the territory.
For Guadeloupe, French Guiana, Martinique, Reunion Island, Mayotte, Saint-Barthélemy, Saint-Martin and Saint-Pierre-et-Miquelon, airports whose annual traffic exceeds a number of passengers from an international journey defined by a decree issued by the ministers responsible for the interior, overseas departments and territories, health and transport have the status of territorial entry points. The number of airports is limited to one for each collectivity. This is the airport with the highest annual traffic.
