The Banking Inclusion Observatory has a Scientific Advisory Board. This council is chaired by a representative of the Governor of the Banque de France.
The board comprises six other members appointed by the chairman of the Observatory:
1° One member nominated by the Director General of the Institut national de la statistique et des études économiques;
2° One member nominated by the Director of Research, Studies, Evaluation and Statistics attached to the Minister for Social Affairs;
3° Two experts whose choice is approved by the members of the Observatory;
4° Two representatives of the Banque de France.
The members of the Scientific Council are appointed for a term set by the Chairman of the Banking Inclusion Observatory, which may not exceed three years.
The provisions of the last two paragraphs of Article R. 312-10 apply to them.
The Scientific Council is consulted in particular on the nature of the information collected pursuant to article L. 312-1-1 B, and on the definition of monitoring indicators relating to banking inclusion and the practices of credit institutions in this area, provided for or mentioned in this same article.
It meets at the invitation of the Chairman of the Banking Inclusion Observatory or its Chairman.
The Board may, on the proposal of its Chairman, involve any expert in its work.
Representatives of the Directorate General of the Treasury may attend meetings of the Board without voting rights.
