Article R3124-2 of the French Public procurement code

The concession granting authority shall set the deadline for submission of tenders, taking into account in particular the nature, amount and characteristics of the works or services required of the concessionaire and, where applicable, in accordance with the provisions of article R. 3122-11, the impossibility of providing electronic access to the consultation documents.
Subject to the provisions of article R. 3123-14, the minimum deadline for submission of tenders is :
1° Twenty-two days from the date of dispatch of the invitation to submit a tender;
2° Seventeen days where the concession-granting authority accepts that tenders be sent to it electronically.

L’autorité concédante fixe le délai de remise des offres en fonction notamment de la nature, du montant et des caractéristiques des travaux ou services demandés au concessionnaire, et, lorsqu’il y a lieu, conformément aux dispositions de l’article R. 3122-11, de l’impossibilité d’offrir un accès dématérialisé aux documents de la consultation.
Sous réserve des dispositions de l’article R. 3123-14, le délai minimum de remise des offres est de :
1° Vingt-deux jours à compter de la date d’envoi de l’invitation à présenter une offre ;
2° Dix-sept jours lorsque l’autorité concédante accepte que les offres lui soient transmises par voie électronique.
