When the conceding authority makes use of the possibility to negotiate provided for in article L. 3121-1, it may decide to limit the number of tenderers admitted to take part in the negotiation. Where tenders can only be submitted following a visit to the place where the contract is to be performed or after on-the-spot consultation of additional documents, the time limit for the receipt of tenders shall be set in such a way as to allow the economic operators concerned to acquaint themselves with the information necessary for the submission of their tender.
