Article R331-11 of the French Sports Code

As soon as the declaration file is received, the competent administrative authority refers the matter to the local traffic police authorities for their opinion. If the prefect is the competent administrative authority, he may also refer the matter to the departmental road safety committee for its opinion.

This administrative authority may prescribe additional measures to those planned by the organiser if the latter appear insufficient to guarantee the safety of road users, participants and spectators, to ensure satisfactory traffic conditions and to protect public safety.

Dès réception du dossier de déclaration, l’autorité administrative compétente saisit pour avis les autorités locales investies du pouvoir de police de la circulation. Si le préfet est l’autorité administrative compétente, il peut également saisir pour avis la commission départementale de la sécurité routière.

Il peut être prescrit par cette autorité administrative des mesures complémentaires de celles prévues par l’organisateur lorsque ces dernières lui semblent insuffisantes pour garantir la sécurité des usagers de la route, des participants et des spectateurs, pour assurer des conditions de circulation satisfaisantes et pour préserver la sécurité publique.
